This panel debate will focus on the challenges of the post-disaster transition from immediate response to sustainable recovery. Drawing on analysis from Fukushima and other regions affected by the March 2011 disasters, it will discuss gaps between actual needs and existing policies in areas such as housing, employment, welfare, health and community revitalisation.
